🐇 Rabbits — Arizona Regulations

Good news, neighbor — rabbits are the most relaxed animal in Arizona's agricultural law books. If you've been nervous about getting started with meat production, this is your greenlight.

Because rabbits are not classified as livestock or poultry under Arizona law, they fall into a uniquely unregulated category for personal use. No Game and Fish permits, no hide inspections, no head-count limits.

🛒 Selling Rabbit Meat — Three Paths

Path A: Live Sale (Easiest)

Sell the live animal first. Once the buyer owns the rabbit, you can butcher it for them as a Custom Exempt service. Meat must be marked NOT FOR SALE. No inspection required.

Path B: Wholesale to Restaurants or Stores

Unlike chickens, rabbits have no 1,000-animal exemption. To sell processed meat to restaurants or stores you must pay for Voluntary Inspection from the AZDA, have an inspector present during slaughter, and your facility must meet sanitary standards to receive an Establishment Number.

Path C: Cottage Food (HB 2042 — 2024)

Raw rabbit meat is still excluded from home kitchen sales. You can sell prepared foods containing rabbit (like stew or tamales) if the meat came from a USDA-approved source, but raw butchered rabbit requires AZDA inspection for retail.

No mandatory hide inspection is required because rabbits are not livestock under A.R.S. 3-1201. You can tan, sell, or dispose of hides immediately. Keep basic slaughter records at high volume to prove domestic origin. Value-added products like hats and gloves can be sold without special agricultural permits.
