Quail are where Arizona homesteading gets a little more interesting, neighbor. These little birds answer to two different government agencies â and knowing which one handles what could save you a $395 surprise.
Unlike chickens, quail are classified as game birds in Arizona, which means they fall under both the Arizona Game and Fish Department (AZGFD) for possession and rearing, and the Arizona Department of Agriculture (AZDA) for slaughter and processing. You need to satisfy both before you raise a single bird.
ð License 1: Game Bird Hobby License (Personal Use)
As of the February 2026 AZGFD rule updates:
- Allows: Possession, propagation, transport, and processing of captive pen-reared game birds
- Bird Limit: Maximum 50 birds at any one time
- Use: Non-commercial, personal use only
- Cost (2026): ~$80 initial, ~$40 renewal, valid for 3 years
- Annual Report: Form 2714-B due every January 31st
- Inspection: Wildlife Manager must inspect your facility before license is issued
â ïļ Critical Timing Rule: You cannot legally possess quail until your license is physically in hand. A pending application does not grant possession. Do not bring birds onto your property until you receive official approval.
ðĄ Pen and Facility Requirements (R12-4-428)
- Hardware Cloth: Must use 1/4 inch hardware cloth â standard chicken wire is NOT acceptable
- Anti-Dig Skirt: 6 to 12 inch skirt extending from the base to prevent predator digging
- Weather Protection: At least 1/3 of enclosure must be solid-walled
- Ceiling Height: Keep low at 10 to 12 inches â quail have a flush reflex and can break their necks on high ceilings
- Space: Plan for 1 sq ft per bird minimum
- Feed Storage: Must be in a metal rodent-proof container

ðž License 2: Private Game Farm License (Commercial Sales)
- Cost: ~$395 for the initial 3-year license
- Allows: Commercial farming, possession, propagation, and sale of captive pen-reared game birds
- No 50-bird cap â designed for production-scale operations
- Records: Every sale must be logged with buyer name, address, and quantity
- Annual Report: Due January 31st each year
You will also need an Exempt Processing License from the AZDA to legally stamp and sell the meat. Every package must carry an official state meat stamp and be dated.
